message PointerSettings

[mouse] and [touchpad] in lava.conf, and [render] scroll-easing: how the pointer moves and how a scroll feels.

The mouse and touchpad halves are the same settings twice because people want them different — a natural-scrolling touchpad beside a wheel that scrolls the old way is the common case — and libinput keeps them per device anyway. Settings a kind of device cannot have (a mouse taps on nothing) are sent and stored all the same, and simply not applied.
